What Is Inside the Pack
According to the Grailborne product listing, the set contains 8 cards total. The official Bandai page describes 2 card types in total. Of those 8 cards, 4 are copies of the P-159 Monkey D. Luffy anniversary promo.
The P-159 is the centrepiece. Its commemorative artwork places Luffy in the middle of an enormous Elbaf-era feast rather than a standard battle pose. For a 29th anniversary release, a celebration scene fits better than another fight card.

At AU$400 for 8 cards, you are paying AU$50 per card before any of them have an established singles market.
Should You Pay Secondary Market Prices?
At AU$18, this is an easy buy. A celebration set with Luffy in Elbaf-era feast artwork, four copies of the P-159 promo, and a low enough price that you are not gambling on pull rates.
At AU$400, the calculus changes completely. You are paying a premium built on scarcity and hype, not on the card market value of what is inside.
